Depending on the collector rate, the Haryana government raised the registration fee for properties to Rs 50,000 in 2018. Prior to that, the state only required a registration fee of up to Rs 15,000. Sale certificates, gift deeds, mortgage deeds, exchange deeds, division deeds, settlement deeds, and collaboration agreements are all subject to the increased fee.

Haryana Stamp duty calculation

According to the transaction amount stated in the selling agreement, buyers are required to pay stamp duty. Nonetheless, the stamp duty must be computed in accordance with the property cost, which must be determined using the current circle rates*. The buyer will be responsible for paying stamp duty on the excess amount if the home is registered at a value greater than the circular rate. Stamp duty shall be computed using the circle rates in the event that the value of the property being registered is less than the circle rate.

How are e-stamps bought?

The Online Government Receipts Accounting System (e-GRAS) website is where purchasers in Haryana must go to pay the online stamp duty and registration fees. The e-GRAS technology makes it easier to collect tax and non-tax income manually and digitally. Purchasers will need to register on the portal in order to obtain e-stamps.

If choosing an offline method, customers can acquire stamp sheets from the Treasury Office for more than Rs 10,000 by making a deposit funds in State Bank of India (SBI) under head ‘0030-Stamp and Registration’.

Postponement of paying stamp duty
All papers, with the exception of wills, must be submitted for registration within four months after the date of execution, according to Section 23 of the Registration Act, 1908. If there is a delay, a sum of up to 10 times the registration charge can be levied as the penalty.

NOTE: The deed must be registered within four months of the transaction taking place.
